Does anyone know a good npc plugin for the latest minecraft version which is free. I'm also looking for a place where you can also create heads so that you can create a podium and the heads are there.

or do you have to program that? Who is familiar with that?

You can get the head of any player with the command / give @p player_head {SkullOwner: "NameDesPlayers"}. You can also put a head on as a helmet, so that you can then e.g. Wears a creeper or zombie head. It also works with a player head.
