How can you create your own heads in Minecraft?

I'm very interested in the question of how to create your own heads in Minecraft. I did some research, but I only find tutorials for player heads and not for self-made ones. I also found this post:

You make your own Minecraft skin, download it to your acc, use your skin in the game, then do / skull or / head or ask a server admin (on your own worlds it doesn't just work on player servers (only on a pc) on your cell phone) or on the console that is not possible

No. The head remains the same as an item and as an object. You will get the current head again by command.

If you take it down and then replace it, it is indeed so.
But if you just leave it in place, the item also has a different ID: Let's say the ID 430 does not have an "ITEM-ID" but instead a "BLOCK-ID" so 430: 1

Likewise, if you head for ArmorStands ect. Used?

I think I have seen before that Köpf change afterwards by changing the skin if the heads do not belong as a block but as part of the entity…

@Colxn Well, to be honest, I misunderstood the question at first and actually meant what @ Ollig00 wrote. The head stays the same after the skin change.
