Permisson plugin for Minecraft?

I'm looking for an authorization plugin for a Minecraft event server, which can be used to create "authorization groups" and to add or remove individual rights for commands and functions to this group. In addition, the plugin should only add absolutely necessary commands, since the last big plugin (EssentialsX) removed the IPv4 from the server.

So in my case: I'm building a minigame server with other members. To build something like this, commands like tp, fill or WE commands are necessary. However, they can only be used with an OP, which personally already includes too many authorizations.

Does anyone know a good plugin?
