Minecraft treasure map arrow not moving?

I found a treasure map when I open it and move the arrow that should indicate my location is moving but not my arrow but in the middle of the map so I'm in the right chunk and not too far away but when I look around turn the arrow also moves in a circle but unfortunately not when I run forward

If the pointer is on the edge of the map, it is normal. You first have to walk to the location shown on the map. Just turn to the cross and run, you will see when you are near the treasure.
