Minecraft Forge_Installer not working?

I downloaded Forge for Minecraft, but when I double-click it, the folder opens but no installer. Do I have to insert it somehow in% AppData% .minecraft or something?

Either you have the wrong installer (there are different variants)

Or you have not installed Java (the program, not the Minecraft version)
