I have never seen that either.
This is a destroyed Nether portal, came with the new update 1.16. So it's completely normal.
My girlfriend said she thinks it is a meteroid impact or something but has forgotten what you can do there 🤷♀️ there's also a box which you can't see here on the photo

You can rebuild that and save obsidian. And there's a box with gold things and gold blocks

That came with the new update go to the nether there you will also discover a lot of new things
That was added in 1.16. There's something like that in Vanilla Minecraft, so certainly without mods.
The others are right, is an incomplete nether portal
This is simply a destroyed Nether portal with a lot of stuff around the portal. So a meteor impact is 100% not xD
