Can't install Python Minecraft API?

I recently got a book about learning to program with Python (in Minecraft). So that Python and the Minecraft server can communicate, I should install an API through a .bat file that is in a folder that can be downloaded. The problem is that it just doesn't work out. I've tried everything and keep getting the same error:

According to the book, if you get an error like this, it's because you installed Python incorrectly. I reinstalled it several times and always got the same error. Also tried to execute the command manually in cmd and Powershell always the same.

Maybe ask the book creator who wrote it
