What's Better Than Minecraft Server Type: Freebuild or Citybuild?
Many different modes together, as other popular servers have already done.

I would say freebuild, but stop with claim rights, etc.
However, Minecraft servers are becoming more and more extinct, so if you want to get an active community, you'll need to create something special / creative, which will highlight your server from the others. If you have the server for an existing community or e.g. To make friends, etc, it is best to just ask them what they enjoy more.
Basically, you should ask yourself what you want to achieve with the server. Profit, fun or maybe simply a platform to let you create plugins or whatever you want to rate. There are unlimited possibilities, but it is important that you know what you want from the beginning. It does not bring anything just to run a server and to hope that there people come on it.

I like it best when there are separate farm worlds and one (or more) worlds to build. Definitely without creative mode. Absolutely with currency and claim points
