That's not how it works. The server operators have running costs (electricity, internet, cooling, maintenance, infrastructure, staff, …) why they rent their equipment, or their computing power.
If you want to buy a server you have to take care of it yourself by providing a location with power, internet (with good upload) and cooling facilities and you have to maintain, manage, manage the server yourself…
Depending on how many people should be able to play on the server, this can quickly become more expensive than the rent for a virtual server in a data center.

A fixed IP, you get from the Internet provider (about 10 euro per month)
A gebridgets modem, you get from the Internet provider (about 200 euro)

So the details are good, with port forwarding and without firewall and HyperV or VM goods you could save a few cents.
The static IP could be avoided with a free DynDNS. (Ddnss.org)
Windows Server 2016 Hyper-V is free, DYNDNS is a very good idea. Would recommend your solution.
Oh that it gives Hyper-V synonymous independently I did not know, only knew that it comes with Windows 10 Pro and Windows Server comes. This helps me a lot with my next home project.
