ping {server_address}

Can you send the error code? Then you could see from where the error is…
Timeout usually indicates that your client does not get a response from the server. "Time-out". Do you know if the server is online at all? (May be that which is currently off and you therefore get no answer (from the server))
Possibility: The server is full.
Possibility: The server is off.
Possibility: You do not have internet.
Possibility: You are using conquer wrong port
