That has nothing to do with admin or not. There's no admin or no admin in Vanilla.

I don't think you can influence that. I don't have a lot of experience, but I think it's random. Either both parents of the puppy run nearby and the puppy in between or the puppy is tied to a random dog. However, if both parents teleport away because they are "pulled" by you owners, the puppy would have to stand there alone and look for a new puppy if necessary.

That's based on guesswork, but if you feed both dogs, the baby is yours. If you feed one dog first, then maybe you will too. I've never tried it

That's what my brother and I asked ourselves…

I had a dog for a long time (the realm / the map was created by me and was used by me for a long time. He was a new player). He had just turned a wolf into a dog. He has fed both dogs, first his and then mine, and then first mine and then his. The dogs were always with me. He kept feeding the dogs more and more (I then had a whole pack of XD) but at some point a baby dog attacked me! He fed him and it was his.

We don't know exactly how Mindecraft does dog membership, but at least that's how it worked (platform XBOX One, version 1.14) that he could make a second one with my dog.
