With some plugins (lands) this is even part of it, like with "Towny" or "Factions" where a mayor is and manages the land, the others then have to pay city / country tax to the cash register. If the city tax is not paid, the city runs the risk of losing its land.
Otherwise there are dozens of economy plugins with WWS and Money.
But he wants to do it without plugins, as the question clearly shows.
I dare to doubt that the scoreboard was written by myself. Because then he could "code" the rest individually to his score board.

But how you can then "transfer" money to another scoreboard account. No plan.
