Why do I have a very high ping on my own Minecraft Forge server?

I created a Forge server and something is wrong with the ping. You can see the ping in the Java console, which is always on in the background and is there, if I always play a 100-200 ping, as soon as I press ESC ingame, the ping immediately goes down to 20-30 ms. I don't have the best internet, but I can't really imagine that it's because of my Wi-Fi. Hope you can help me, thank you in advance
