Since you can only edit them with OP rights and can't operate with them, they are not really dangerous. But they do not bring anything.
That is different. The problem is that you could basically execute any command with a commandblock.
The possible commands can be limited by plugins, but if you forbid or disable them (so they can be set, but do nothing), you can't overlook any problematic commands.
Apart from that you can't set Commandblocks in Survival Mode and often servers are anyway limited to this mode. So here they are useless for the players or only usable as a commodity.
