I have a Minecraft server with PlotSqared but players without Op can't use commands like Use / plot home or / plot info. I've already tried PermissionEx, but I do not know all that well and that's why it does not work.

On the Internet there's a list of Permissions of P²
Then you search out the permissions for the orders and go to Minecraft:
/ pex group test create
/ pex group test add test.permission
/ pex user TestUser group set test
Of course, you only have to do the 1st and 3rd points if you have already created the group and those are already in the group.

Since I can help you, of course, and you need PermissionsEx or another Permission Program I suggest PermissionsEx so you give the group "Default" (Default is the standard group say every freshman gerae logs is normal white automatically assigned to the group default)

/ pex group default add plots.auto (The automatic allocation of plots that is, anyone can now make / p car as a player)
