Not at all, I'm not aware of any setting that turns off the fact that you can kill mobs. There's only "mob griefing", which means that mobs do not destroy anything. If you can't do any harm to mobs, it could be the server, it could be something bugged. Are the mobs still moving? Otherwise it must be a plugin, or someone has messed around with the lines of code
