Good server concept?

Hey a buddy of mine has a minecraft server and buildffa is on it skywars mlgrush and citybuild, but since it does not seem to work so well on player numbers I'd like to know from you which gameplay modes are popular in Minecraft in 2019? Because I think the PvP stuff is rather out.

If you can get a good RP server it should work with the players. Something like Skywars bedward etc you can find on many other servers trying to find something unique which brings some fresh wind
