You do not have to release a port for votifier (only on your own Linux server), or download something extra (except for a voteroulette).
After logging in and creating a server in the server list, enter the VOTIFIC key (public key), the port is standard 8192 and put a checkmark there.
In the config of votifier one writes only the IP of the Minecraftserver. Everything else can be left that way.
If voted, there's either no message (in the chat) or only voted if there's no reward.
Search in the server list your server and see if there's a vote registered.
Without Votebelohnung will most likely also no ingame message done, because votifier is only a kind of proxy to the Minecraftserver, but no messages.

The server address cityserver.spigot.one does not seem to be a registered / valid domain. Try it for a test with the ServerIP and the port 25565 (in the server list). Is the port also enabled for votifier?

Have I looked at your video again, because I noticed that you have a directory "server" in the folder votifier. I do not have that with me. Look what is in there and maybe still needs to be registered or if the directory does not belong there.

Here is a problem with viaversion. Apparently, the plugin versions do not match each other or it requires viaversion, which is not installed.

2 ,. The error is triggered by viaversion. Delete the plugin (.jar). Stop server, delete jar, restart server. Not reloading the server, that can generate new errors.
