A Hexxit 1.5.2 server for 20 people runs quite stable with 16gb Ram. If it's tight you can still raise it.
For a public server, of course, it needs plugins, which can increase the Ram consumption.

Apart from increasing the allocated RAM you can't do much good. JVM arguments do not work miracles.

Interestingly, there have been built at Teleporter 8 game modes such as Völerball, Freebuild, Gungame etc… This server uses 1.12.2 Minecraft version and is currently no player online. Interesting. And there can be up to 500 players joins.
