Optifine Cape Editor does not open?

When I go to Settings - Skin Customizations - Optifine Cloak in Minecraft, and then click Cloak Editor, it says "The Optifine editor should open in a web browser window." But no window opens!

Why not?

Then you have to go to the Optifine page, log in and open the editor manually, or you can restart Minecraft.
