I had a pc at that time 1000 euro, (now about 750) and I had it with me when I was still playing fortnite, especially in competitive lobbies where at the end 60 people are in one spot short-term drops below 60 fps. Otherwise it was so constant 120-160 (as I said without stream)
So under 500 euro is more than sporty, especially since you also want to stream. I would think about streaming again and maybe make a little smear there.
In itself it is possible to build such a PC for around 500 euro, but of course you shouldn't have too high requirements, but smooth Full HD gameplay at 60fps is easily possible with the games, at the latest if you adjust the settings.
There's not really a good ready-made PC at the price, I would definitely prefer to build it myself, since you pay at least 100 euro for assembly with ready-made PCs.
So I would take a Ryzen 5 3600 or 7 2700x to stream the 7er but for gaming the 5er definitely not an Intel. Then a B450 motherboard, for example the B450 Tomahawk Max and then 16Gb Gskill Ripjaws 3200 Mhz and as a graphics card a bit worse than an Rx 570/580 8gb or, if you want something better, an RX 5700XT. No NVIDIA in the price segment just too expensive and with AMD you have Relive so you can stream and record and you need a lot less power than with OBS.
