It depends on the pc you would have to do it yourself there are sure to be tutorials

Enter Windows + r in the field% appdata% go to minecraft folder then go to textures and then you can look at the individual textures and edit them or make a texture pack directly by uploading a folder with textures in the ressourchs pack folder.
