How do you make this file a proper Minecraft Pack file?

With many packs that I download for 1.16+ no .zip file appears but just a strange file and when I unzip it with zip only the folder from the pack comes. The file is just a white sheet of paper with such a kink at the top (no idea how to describe it sorry), the property is only MCPack file but the '' pack '' is not displayed after moving it to the pack folder.
