Create Minecraft Essentials Rank Wall?

You can't create with essentials. For that you need worldguard and worldedit. With Worldedit you create a region and with worldguard then the permission who can enter the area, who not.

This happens with a flag: / rg flag region and then what worldguard recommends.

The group must first be created in your permission system and then you enter the flag with the text you want.

It's a bit complicated, but with a bit of practice you can do it.
