I now have minecraft Java and want to play with shaders but have no idea how to do it because optifine doesn't work

No, without Optifine you can now only install cumbersome shader modifications that barely run in the end. The best thing to do is to get a free program like 7zip that you can use to open zip files. So you can install Optifine and finally also shader packages.
Edit: Look, you already have 7zip, you just have to right-click on the Optifine file and then on 7zip> Open, just drag it into the folder.

It's been a while, but I think you have to copy these files into the .minecraft folder, which you can find in% appdata%. But just to be on the safe side, have a look on YouTube or something.
Right click> Open with…> Java
If you can't see Java, you'll need to install Java.
.jar files can be run or pushed into the mods folder. If you open it with 7zip it doesn't help.
You have to right click on the file, open it with Open JDK… Then the Optifine installer appears. Click on Install there (make sure that your path to Minecraft is correct).
