Minecraft does not recognize the connection?

My problem is that whenever I want to log into Mineraft I have no connection. In the browser but it is Tip Top and I have already tried many things but it never worked.

Are all outgoing ports free? Is the Minecraft launcher enabled in the firewall? Maybe a restart helps. Try turning off the firewall for a moment. Otherwise, try this command in the command line: netsh winsock reset catalog.

Have tried everything still is not. However thank you for your help.
