Minecraft Nametags level required?

Wants to give a zombie a name day for an iron farm in 14.4 so that it doesn't despawn but somehow it doesn't work… Do you need a certain level?

You have to do the nametag in an anvil, change the name in the bar above and then get the item out on the right. For this you need 1 level. You don't need to place it on the golem.
