Artificial Nether Fortress?

In short: is there a way to have a nether fortress regenerated? So to make a certain area in the nether for the nether fortress? So the Minecraft thinks there's one and also spawns blazes and such.

No structures have to be generated.

When the chunks were generated, they were generated. Believe you can't change anything, at least in Vanilla.

If so, you would have to change this with plugins & mods, since the chunks, as NeoTom said, have already been generated.

How would such a plugin be built? I can also program something, but I have no idea.
