There are no NPCs in Minecraft overall. Do you mean Minecraft Dungeons or Storymode?
You can only add such NPCs with mods or datapacks, but this is not recommended if you don't have a good PC…

In Minecraft everything is full of NPCs. NPC stands for Non Player Character. So all mobs that are not players.
If you can't try it in bedrock there's a try with / summon Npc so that it should spawn itself then you can change its skin and what it says
Of course, it always depends on what exactly you mean by NPC. You mean "the" NPCs from the Minecraft Bedrock version. There's no such thing in Minecraft Java. Whereby NPC stands for non-player characters and thus means all characters (monsters, animals, villagers, …) who are not players.
