I've been hosting a Minecraft server for a few days. Latest Spigot / Paper version.
Unfortunately, the server always has considerable performance fluctuations. This goes so far that the TPS sometimes drop from 20 to 11 within a few seconds. After a few minutes they slowly go up again. Usually there are only 5-10 players on it.
Server (VPS):
CPU: Intel Xeon 2.4GHz (including 6 cores)
RAM: total 16GB, server assigned 6GB
The utilization does not increase by more than 40% even with lag spikes and the entire system does not occupy more than 5GB of ram.
Plugins:
-ClearLag with SaveDeathDrops
-CustomEnderChest
-KeepChunks (2 chunks are loaded)
-LuckPerms
-tpa
-world boarder (world not yet pre-generated. Process is running, however, the test was stopped several minutes beforehand in the test)
-WorldEdit and World / Guard

A small assumption would also be that the DDos protection sometimes turns off my juice, as the terminal via SSH is extremely stuck and takes a long time. Does anyone have any experience? I'm at Contabo.

I have never had any experience with Contabo. However, I had the same problem with other providers. Mostly it was because the CPU was too busy. Although you write that the load is low. I don't think Ddos Protection does that. Could also be due to the provider who may not like Minecraft servers. Contabo is not explicit for Minecraft servers.
If you only want to host a Minecraft server, I would always choose a provider specifically for it. (Usually better performance and significantly cheaper)
To be honest, contabo is a neutral provider. When it comes to ddos protect, they have lost and are doing nothing. I would advise MChost. Mc host has a strong ddos protection and the server runs better than at contabo.
Switch off your ddos protection and check if it is lying
Honestly, I can't agree on the price, 8.99 euro for 16Ggb RAM are simply unbeatable.
On the other hand, it's just a Minecaft hoster. Although I'm not sure, because they use the same software and Contabo has no access to the VServer. And the port for MC servers will probably not throttle either, but that would be really brazen.
You're right with DDos Protection. Since the TPS servers drop internally. But I still can't imagine that it's by my side. In terms of hardware, the server shouldn't jerk with 5 players. Do you know if providers can reduce performance? Yesterday evening everything went well with 10 players, but today everything is broken again. (As I said, at 11 TPS with 2 players)
So their DDos protection works. I can notice that it gets slower if I send too many requests (it is not because the server is too slow, the performance of other IPs remains the same). As I answered Chris, since MC host uses the same software, the performance won't be any better just because they are specialized. They won't give me more process location performance or RAM than I already have.
🤷🏻♂️As I said, the ddos protection is a mess.
