Why isn't it thunderstorm in Minecraft?

Nen buddy and I play a hardcore world on 1.16.2 and want all achievements, but we still lack the thunderstorm, where you have to hit a villager with a lightning bolt. We're already at day 310 and there's simply no thunderstorm. Does anyone know why that is?

Weather command? Or coincidence actually doesn't want it
