Minecraft Spawn goes only partially?

Me and my friend recorded a developer that did a good job but did one wrong thing. Now he does not come online anymore and that's why we have to fix it ourselves. Normally when you do / spawn you are at spawn, that happens too. But when I'm dead and then reviving, I'm in the ocean in another world. I've constantly reset the spawn point, and even with WorldEdit, I've deleted and re-added the region and deleted some plugins, but it just can't, after the dead I'm always spawning in the ocean. My friend is also very familiar with PermissionEx and Essentials, but he can't fix it somehow.

Please tell us exactly how we can fix this. Please as fast as possible.

You do not need Dev to set it up and there are just some little bigs with the config but if I fixed that it will work 100% (my server works fine too)
