It is normal for Minecraft to always reserve the memory that you have allocated. If you are not playing modpacks, I recommend that you do not assign more than 4GB, as this will result in poorer performance (as you have already noticed yourself).

It's just because of the Minecraft engien, they always go crazy, try Labymod, they have a custom engien which is much better than the conventional one.
I have a laptop with 4GB RAM and an intel graphics card and it still runs really smoothly.
