Minecraft server shut down automatically?

I'm looking for a plug-in for my paper server that shuts down the server when no players are online, i.e. 5 minutes after a short time. I bring the plug-in because it bothers me in a survival world that the days go on when you are not online

The automatic shutdown works, for example with this: https://www.spigotmc.org/...op.402822/. Booting it up again when someone wants to go on doesn't work that way; it would only work with a cloud such as CloudNet
