I have a minecraft server on version 1.8.8 and am a server owner

but despite operator rights I can't beat the players on the street, farm world or on their properties, someone can help me

Is probably deactivated on the plug-in side. Which plugin do you use for region administration? WorldGuard or something else?
possibly Could Multiverse be to blame if you installed it. It would be best if you send us a list of all plugins. You have to be able to change this in some config.
