There's nothing good for nothing. But from 4 euro a month there's something. And you can't make a server properly password-protected, maybe only with a plugin. But the IP should be the best backup, unless one of your friends says it
These are high expectations. The best free server provider is Aternos. However, it will only lie on such a server. The only option then is a local server or simply a single player world. However, if you don't have a good PC that can do it all, it won't really help either. What is to say is that you won't get far without spending money.
Ask yourself how that should work. That can't work at all, how should a hoster use a free server to finance the electricity, internet and hardware costs for a good server?
If one of your PCs is good enough, the person can create a local server and then use portforwarding or a vpn like hamachi to enable you to get there, but the server is only online when the PC is switched on.
And for the password-protected, there really isn't anything but you can write a whitelist on all players who are allowed on it and then only those on it can.
