That hardly works, if at all, because the cooler, for a stick cooler, is very good but still too bad for overclocking. In addition, OC does not really bring much to Ryzen, because it is more beneficial to get a Ram Kit, which achieves a higher clock rate.
For an upgrade PC I would change 2 things.
Go from 500 watts to 600/650 watts (80+ gold)
Buy a better cooler (recommendation: BeQuiet Dark Rock 4 or Dark Rock 4 PRO)
