Minecraft - put block on certain block?

What is the command for a block that can only be set on a specific block? (Stone only on Observer)

This is possible with this command. But this only works if the player is in adventure mode.

/ give @p minecraft: stone {CanPlaceOn: ["minecraft: observer"]} 1
