Rights are granted or withdrawn, functions are deactivated.

For rights you need a permission plugin, e.g. PermissionsEx, here you can create groups and worlds and assign appropriate rights to them. It works for every world.

If someone should not be able to do anything anywhere, you can deactivate the function in the desired plugin.
