Forge for Minecraft is not downloading properly?

I've been trying to download Forge since this morning. On this page: http://files.minecraftforge.net/....12.2.html

However, it does not open so that I can download Forge, but a small window in which I only see something like saving or opening a file, what am I doing wrong?

I loaded Minecraft and Java on it but nothing works. What should I do?

Try an old version or already 1.12.2 but stop with an older upload!
