You download the Optifine mod from the Internet. Have to go to their website and then select your desired version. Then simply install and run optifine. Then simply select the Optifine version in the launcher

On the official OptiFine site you can download a .jar file for every available Minecraft version. You perform these - done.
Then all you have to do is select the Optifine version in your Minecraft launcher.
