Minecraft optifine download does not work (textfile)?

If i download optifine then is it just a textfile why?

I have Java installed!

But I can't open with java?!

Make a right click on the file. Then click on "open with" on Java. If this does not appear in the list, click on "Other Apps" (or something like that) and then search for Java there. If necessary, you just have to specify the path.
