I recently put together a PC with our youngsters (14 years old) for around 200 euro, which creates the games you mentioned without any problems, maybe not with top values, but with very playable results.
The basis was a Terra PC with an Intel core i5 3470.
Two housing fans with LED, 8GB RAM and a gigabyte geforce gtx 1050 ti oc installed and he is very satisfied with it.
Just as a small example, until more money is available, it does not always have to be the latest hardware. But if you have 400 euro, it can of course also be a stronger CPU or a stronger graphics card. Possibly also 16GB RAM.
