What does banned mean?
You can use any hack tool in singleplayer.
In multiplayer you have to stick to the guidelines of the server, otherwise you can be banned.
You won't get to jail if you use a hack
Where is the question clients are not forbidden, on some servers you just may not use them
Hack → cheat.
Cheating is not prohibited, but you can be blocked by the servers on which you are using it. But I would not just download cheats (or actually not at all, cheating is not fun if you do not program them yourself), since many cheats are infected and with an exe installer there are a few Trojans I would take care ^^.
