I would like to try the game but I do not want to spend extra money to go online. Does the game go offline on the PS4?

PS Plus is only needed to play online multiplayer. The normal Minecraft can also be played offline, in single player mode.

Yes, you do not have to pay anything if all players play on your screen. (Split screen) online only with ps plus membership
