I'm looking for a good PC to cut video with After Effects. I also want to play some games (Minecraft, Star Wars bettelfront 2, GTA 5, Call of duty Warzone). My budget is 850 euro. The only requirements are the mainboard (MSI B 450 gaming pro Carbon) and the case (Be Quiet purebase 500 white with window). I would also like to have a bit of RGB lighting installed. I will assemble the PC myself. In addition, the cooling design of Gigabyte with the three fans would be important to me for the graphics card!

Since you absolutely want this mainboard, you have chosen an AMD system. But I would have advised you anyway.
I have to say that I don't exactly have the prices in mind, but I would recommend a Ryzen 7 3700x (because of fast 8 cores and 16 threads). Also an Nvidia graphics card because they have a better video end encoder (at least it was back then. After-Effects only supported the video end encoder from Nvidia at that time, now both should work. But I also had an AMD graphics card 3 years ago and have to say that Nvidia was ahead at the time.)
If the Ryzen 7 is too expensive, a Ryzen 5 3600. It has 2 cores less but is still fine for video editing.
You can certainly get a reasonable system for 850 euro. Also for after effects. We used After Effects on much worse computers back then. If you incorporate quite a few complex effects, it can get slow. But you have to be aware of that. In an emergency you have to upgrade, but for the beginning to learn AE it should be enough, the 850 euro
