Forge file won't open?

I wanted to install Minecraft Forge, so I open the website and then there's no longer Windows Installer to choose from but only Installer and when I download and open this, it says no app to open it? I used to work with Windows instaler

I just tried it. It is important that the latest version of Java is installed on your PC. Then it should work. If you have the latest version of Java, try right-clicking on the file, then Open With and "Java Platform se binary" (or a similar name).
