City build on 1.8.8 or 1.16.4?

I plan to open a Minecraft network and would like a CityBuild there. Now the question is which version would you prefer?

I don't think there are that many plugins for 1.16.4 because the version is very new.

I only use 1.8 for PvP servers and only because you are forced to.

A city build has little to do with PvP. In my opinion, it should definitely run on the latest version, i.e. 1.16. Better PvE, more blocks, more features,. Also don't see anything that speaks against it.
