Not only a mountain update is coming. It would be kind of lame if only one biome was updated and not added otherwise.
Since 1.16 was the Nether update, I hope that 1.17 will be the long-awaited cave update. I hope that Mojang will finally tackle the overdue things.
I think there's enough to update. Look at versions like 1.10 or 1.15, there was almost nothing new. Bees, that's it. Not every version is as comprehensive as 1.8 and 1.16

Yes, that is right. The 1.10 was rather thin. But at least there were 3 new mobs and a few new blocks etc. Magma blocks for the nether. Since you have not limited to one thing or one biome. The Biom Vote was already available for 1.14. But there were many other features besides the Taiga update. At 1.13 there was also a mob vote. But not just a mob has been added.
The 1.15 is really very small, but the main goal of the update was to fix a lot of bugs. Nothing was announced there. In any case, I don't think that only what has been voted long before will be added. Certainly new mobs, crafting recipes, blocks etc. Will be added. The announced mountain update would only include a new mob, a new block, and new terrain for the mountain biome. So this update would be even smaller than the 1.10.
