My problem is that my Maps in the 1.13 version much too much jerking. When teleporting, the map will recharge for 10 seconds. I do not know if it's because I'm playing on converted maps (the "completely blank map" with home-made buildings in creative mode), but that's no fun at all. Do you know what the laggs are or have you evt. Also proposed solutions?
Maybe your PC is too weak for 1:13. For me the 1.13 runs smoothly even in Shadermod and that too with Generated BIOME.
That's certainly not the case. My computer is rather new and actually pretty good. Only the 1.13er causes problems. Otherwise, all games worked on the highest graphics settings.
Can you tell me which CPU, RAM and graphics card have?

So the following suggestions:
Turn off your shader (if you use one)
Put down your graphics settings or, above all, reduce the render distance.
Use Optifine (because the normal Minecraft apparently uses only 1 processor core, if you use Optifine all should be used, as always with me Optifine miracle!)
If necessary, make Minecraft more RAM available, but note that you still leave enough RAM for the rest of the PC. So best do not use much more than 50% of the RAM, so about)
